ROLE AND FUNCTIONS OF NECA
NECA has been established by the participating jurisdictions in the national electricity market: New South Wales, Queensland, South Australia, Victoria and the Australian Capital Territory.
The objectives of NECA under the Code are to:
- supervise, administer and enforce the Code;
- institute and ensure through the administration and enforcement of the Code the effective and efficient implementation of the rules and standards in the Code;
- collect information and statistics, publish reports and disseminated information relating to the performance of the national electricity market;
- administer the ongoing development of, and changes to, the Code to achieve the market objectives;
- perform any other objectives or functions conferred on it by the Code; and
- liaise effectively with other bodies having regulatory functions with respect to the national electricity market such as the ACCC and State regulatory authorities in order to
- ensure consistent and effective development and applications of the Code.
The functions of NECA under the Code are to:
- monitor and report on compliance with the Code and the adequacy of the Code;
- enforce the Code;
- establish procedures for dispute resolution concerning the provisions of the Code; manage changes to the Code;
- establish procedures for consultation in respect of the manner in which NECA fulfils its functions and obligations under the Code; and
- publish annually performance indicators to monitor NECA?s performance in respect of its objectives.
